Given that this is occuring elsewhere in the galaxy from earth, I believe our current characters are out of the running. Which is a shame, Z'ev was just getting interesting.

Terrans are absolutelty a playable race.
Psionics are available to Terrans as well as Magical Aptitude (other races have access to one or the other, a few can have both but many have none).
In addition, Terrans who wish to may roll on the Gamma World table of mental mutations once, (the mutation will have to then converted to GURPS with its applicable uses and point cost). Although if you roll it and don't like it, tough.

Terrans are by far the most adaptable race in the galaxy. Terran characters may start the game with a few less points than some of the more physically impressive races, but they more than make up for it in other ways.
